The Preventive Mechanisms Governing The Implementation Of International Humanitarian Law Norms At The National Level

Abstract
Preventive mechanisms for the implementation of the rules of International Humanitarian Law (IHL) at the national level constitute one of the most significant means of ensuring respect for this body of law both prior to and during armed conflicts. Such mechanisms are primarily reflected in the extent to which States commit to accession to, and harmonization with, the rules of IHL in their domestic legal frameworks. They further encompass the establishment of specialized national bodies, such as national committees on International Humanitarian Law, which are tasked with coordinating efforts across various governmental sectors and providing advisory opinions regarding the implementation of international obligations. Moreover, the dissemination of knowledge of International Humanitarian Law represents a fundamental preventive element. This is achieved through its incorporation into educational curricula, as well as through the training of armed forces and security personnel to ensure compliance with its rules during military operations. In addition, training sessions and workshops are organized for the benefit of judges and legal practitioners in order to promote its proper application.
