The Priority Of Awareness Building And Its Role In Achieving Preventive Environmental Security

Abstract
Abstract: The study attempted to explore perceptions and mechanisms for environmental advancement based on diagnosing the fundamental problem, which lies in the necessity of focusing on the human factor and its role in preserving the environmental surroundings. This is within the priority of activating the management of low-cost human resources over the equipment process that requires expensive capabilities—despite the importance of both elements. It then clarifies the role of governmental institutions as well as private entities such as civil society organizations, associations, and various media outlets in raising public awareness about the importance of preserving the environmental milieu we live in. This is achieved by taking the initiative in participatory processes with citizens, media campaigns, and others to move from theoretical and ineffective conditions to practical legal solutions and mechanisms that contribute to changing mindsets and ideas. These are also financially inexpensive and rationalize expenditure management in the state, as the process of change in humans begins at the level of ideas, then translates into tangible and perceptible forms through the imitation of civilized actions and behaviors that influence daily life الملخص حاولت الدراسة أن تبحث عن تصورات وآليات للنهوض بالبيئة انطلاقا من تشخيص المشكلة الأساسية والمتمثلة في ضرورة الاهتمام العامل البشري ودوره في الحفاظ على المحيط البيئي ضمن أسبقية تفعيل تسيير الموارد البشرية غير المكلفة على عملية التجهيز التي تتطلب إمكانيات باهضة_بالرغم من أهمية العنصرين معا_ ثم بيان دور المؤسسات الحكومية وكذا الأهلية كهيئات المجتمع المدني من جمعيات وأجهزة الإعلام المختلفة في توعية الرأي العام بأهمية الحفاظ على الوسط البيئي الذي نعيش فيه من خلال أخذ زمام المبادرة في عمليات تشاركية مع المواطنين والحملات الإعلامية وغيرها للخروج من المعطى النظري واللافاعلية إلى حلول وآليات قانونية عمليّة تسهم في تغيير الذهنيات والأفكار، كما أنها غير مكلفة ماديا وترشّد تسيير النفقات في الدولة، كون عملية التغيير لدى الإنسان تبدأ على مستوى الأفكار،ثم تترجم إلى الملموس والمحسوس من محاكات الأعمال و سلوكات حضارية التي تتأثر بها في الحياة اليومية.
