Abstract: This research paper addresses environmental threats in the world as a topic that has attracted the attention of many researchers in the field of international relations. It examines the feasibility of the rules of international environmental law as a branch of public international law in the face of these threats, especially in light of the economic boom and economic competition between developed and emerging countries regarding the reshaping of the structure of the international system. We find that these countries use the concept of absolute sovereignty as a pretext for using natural resources irrationally and justifying their international economic behavior, This could harm the global environment and cost the entire international community dearly, ultimately leading to the necessity of combining legal and moral obligations with the involvement of all international actors, especially civil society organizations, which bear the responsibility of developing environmental awareness.
