The research investigates the role of electronic management systems in optimizing the governance of digital public services. Adopting a descriptive-analytical methodology, the study focuses on Estonia’s X-Road system, a global benchmark in digital governance. The findings demonstrate that Estonia’s integrated e-governance framework acts as a significant economic engine, contributing over 2% to the national GDP annually through enhanced operational speed and administrative efficiency. The practical implications of this digital maturity are profound: high-stakes transactions, such as vehicle registration, are executed remotely in under 15 minutes, while tax filings are typically completed within five minutes. Most notably, the system has streamlined the democratic process, reducing the average time for online voting to a mere 90 seconds. Ultimately, this study underscores how digital transformation serves as a cornerstone for modern and high-performance public administration.
