الملخص
إن ظاهرة التغيرات المناخية تعد من بين القضايا الأكثر اهتماما من طرف المجتمع الدولي حاليا، نظرا لما قد تسببه هذه التغيرات من تأثيرات وتداعيات مستقبلية خطيرة على المدى القريب والبعيد، سواء على البيئة عامة أو على الإنسان على وجه الخصوص لكونها تؤدي إلى المساس بحقوقه الأساسية، كالحق في الحياة، الحق في الصحة، الحق في بيئة سليمة، الحق في الأمن، من أجل ذلك نجد أن المجتمع الدولي يسعى للحد من هذه الظاهرة من أجل التكيف والمكافحة لكل ما يؤدي لتغير المناخ. ولما كانت الجزائر تتمتع بموقع جغرافي يتسم بالتميز والاتساع، إلا أنها تعد احدى الدول التي تصيبها أضرار التغيرات المناخية، وعلى هذا الأساس وضعت هذه الظاهرة داخل حيز الاهتمام من خلال وضع نظام قانوني بيئي وتبني مخططات بيئية وطنية شاملة. Climate change is among the most pressing issues for the international community today, given the potentially serious future impacts and repercussions these changes may have in the short and long term, both on the environment in general and on humans in particular, as they infringe upon their fundamental rights, the right to life, the right to health, the right to a healthy environment, the right to security, for this reason we find that the international community seeks to reduce this phenomenon in order to adapt to and combat everything that leads to climate change. Although Algeria enjoys a unique and expansive geographical location, it is one of the countries affected by the damage of climate change. On this basis, this phenomenon has been placed within the scope of attention through the establishment of an environmental legal system and the adoption of comprehensive national environmental plans.
