قصور دور الجمعيات البيئية في الحفاظ على بيئة سليمة

الملخص
الملخص تعتبر الجمعيات البيئية أحد مكونات المجتمع المدني التي تدعم جهود الدولة في حماية البيئة في إطار التنمية المستدامة والمساهمة في الرقابة على الأنشطة الملوِّثة. ورغم الاعتراف القانوني بدورها، إلا أن مساهمتها العملية في تحقيق هذه الغاية تبقى محدودة، وهو ما يُبرز وجود قصور يحدّ من صلاحياتها في مجال حماية البيئة ويضعف مشاركتها وتنسيقها مع الإدارة العمومية لتحقيق أهدافها. ما يستدعي إطارا قانونيا متكاملا يدعم مشاركة فعلية للجمعيات في حماية البيئة في إطار التنمية المستدامة، ودعما لقدراتها المالية والتقنية لتكون شريكا أكثر فعالية في مجال حماية البيئة بكل مكوناتها الحيوية. Abstract : Environmental associations ensure the preservation of a healthy environment, and support the efforts of the State to protect the environment in the context of sustainable development, and contribute to the monitoring of polluting activities. Despite the legal recognition of its role, its practical contribution to achieving this goal remains limited, highlighting the gaps that limit its powers in the field of environmental protection and weaken its participation and coordination with public administration to achieve its objectives. This requires an integrated legal framework that supports the effective participation of associations in environmental protection within the framework of sustainable development, and supports their financial and technical capabilities to be a more effective partner in the field of environmental protection with all its vital components. Résumé : Les associations environnementales veillent à la préservation d’un environnement sain, et soutient les efforts de l’État pour protéger l’environnement dans le cadre du développement durable, et contribue au suivi des activités polluantes. Malgré la reconnaissance juridique de son rôle, sa contribution pratique à la réalisation de cet objectif reste limitée, mettant en évidence les lacunes qui limitent ses pouvoirs dans le domaine de la protection de l’environnement et affaiblissant sa participation et sa coordination avec l’administration publique pour atteindre ses objectifs. Cela nécessite un cadre juridique intégré qui soutienne la participation effective des associations à la protection de l’environnement dans le cadre du développement durable, et soutient leurs capacités financières et techniques pour être un partenaire plus efficace dans le domaine de la protection de l’environnement avec tous ses composants vitaux.
