الملخص
يشكل موضوع الديمقراطية في غرب المتوسط: بين واقع وتحديات سياسة الجوار الأوروبي، موضوعا مهما ومحوريا ضمن علاقات الاتحاد الأوروبي والدول المغاربية، لأنه يجمع بين مختلف التفاعلات التعاونية، التصراعية والتنافسية. كما تشهد هذه المنطقة روابط متشابكة بين الواقع السياسي، الاجتماعي، الاقتصادي والأمني وبين الطموح الديمقراطي، ففي حين جسدت دول شمال غرب المتوسط (الأوروبية) استقرارا ديمقراطيا، تواجه الدول الجنوبية (المغاربية) استعصاءا في ذلك. استنادا لهذا، جاءت سياسة الجوار الأوروبي ساعية لتعزيز القيم والمعايير الديمقراطية، غير أن دورها كان محدودا بسبب مجموعة من الاعتبارات نذكر منها المعوقات الداخلية كضعف المؤسسات والحكومات المغاربية، والخارجية كتباين الرؤى والتصورات للمصالح والتحديات المشتركة بين الضفتين. The topic of Democracy in the Western Mediterranean: between reality and challenges of the European Neighborhood Policy (ENP), is an important and central issue in relations between the European Union and the Maghreb countries, as it combines various cooperative, conflictual and competitive interactions. This region also displays intertwined links between the political, social, economic and security realities and democratic aspirations. While the countries of the north-western Mediterranean (European) have achieved democratic stability, the southern countries (Maghreb) face difficulties in this regard. Based on this, the ENP sought to promote democratic values and standards, however, its role has remained limited due to a several of considerations, including internal obstacles such as the weakness of Maghreb institutions and governments, and external ones such as divergent visions and perceptions of the common interests and challenges between the two shores.
