الملخص

تهدف هذه الدراسة إلى تسليط الضوء على معوقات النشر في المجلات العلمية كما يراها الأساتذة الباحثون في الجامعات الجزائرية. فقد اعتمدنا في الدراسة على المنهج الوصفي بالاستعانة بآلية التحليل التي تناسب طبيعة البحث؛ وذلك من خلال جمع آراء عينة من الأساتذة حول واقع النشر والصعوبات التي تواجههم. وتبيّن لنا من خلال نتائج البحث أّن أبرز المعوقات تتمثل في: ضعف الدعم المؤسسي والمالي للنشر، وطول آجال تقييم المقالات، وضعف التكوين في منهجية إعداد المقال العلمي، وصعوبة الوصول إلى المجلات المصّنفة، فضل ًا عن غياب التحفيزات المادية والمعنوية للباحثين كما أظهرت الدراسة أن جانًبا مه ًما من هذه العوائق يرتبط أيًضا بالعوائق الّلغوية، وقلة الإشراف الأكاديمي، وغياب التعاون البحثي بين الجامعات. وفي ضوء هذه النتائج، خلصت المداخلة إلى ضرورة تبّني سياسة وطنية واضحة للنشر العلمي، تشمل دعم المجلات المحلية لتستوفي المعايير الدولية، وتنظيم دورات تكوينية في منهجية البحث والنشر، مع تشجيع ثقافة النشر لدى الباحثين. This study aims to shed light on the obstacles to publishing in scientific journals as perceived by research professors in Algerian universities. We relied on the descriptive approach using an analytical mechanism appropriate for the nature of the research, by collecting the opinions of a sample of professors regarding the reality of publishing and the difficulties they face. The results revealed that the most prominent obstacles are: weak institutional and financial support for publishing, long periods for evaluating articles, poor training in the methodology of preparing scientific articles, and difficulty in accessing classified journals, in addition to the absence of material and moral incentives for researchers. The study also showed that an important aspect of these obstacles is related to linguistic barriers, lack of academic supervision, and the absence of research cooperation between universities. In light of these results, the paper concluded the necessity of adopting a clear national policy for scientific publishing, including supporting local journals to meet international standards, organizing training courses in research and publishing methodology, and encouraging a culture of publishing among researchers.
