الملخص
عرفت حركة النشر العلمي في السنوات الأخيرة تحولات جذرية بفعل التطور السريع في المنصات الرقمية، حيث أصبح البحث العلمي يتبنى مناهج جديدة تتوافق مع طبيعة المعلومة الإلكترونية في عصر الثورة الرقمية وظهور التقنيات الحديثة والذكاء الاصطناعي. وفي خضم هذا التحول، برز مصطلح "قياس نسبة الاقتباس" في البحث العلمي، ليشكل أحد المفاهيم المحورية التي شاعت في الأوساط الأكاديمية، بوصفه آلية لقياس مدى الأصالة العلمية وضبط الأمانة البحثية في الأعمال المنشورة. In the era of digital transformation, scientific research has undergone fundamental changes that reshaped its foundations and approaches. The digital revolution has turned the fields of science and knowledge into a fertile ground for technological innovation, influencing the way researchers think and produce knowledge. Amid this remarkable technological progress, citation rate measurement programs have emerged as pivotal tools in evaluating research originality. These programs have simultaneously posed a challenge to scientific productivity—by setting rigorous standards of integrity—and served as a catalyst for creativity, renewal, and the revival of authentic and innovative scientific practices.
