Reconciling energy security and energy transition constitutes a complex strategic challenge for Algeria, given its continued reliance on hydrocarbons and the steady increase in domestic energy demand. This study examines the legal and institutional framework required to achieve an effective balance between these objectives, despite the apparent tension between sustainability requirements and supply security. It highlights key financial, regulatory, and socio-political constraints, while assessing the effectiveness of the legal framework governing renewable energy. The paper concludes that a gradual and pragmatic legal approach, grounded in the “principle of reality,” is necessary through adaptive legislation, strengthened governance, and diversified financing mechanisms to ensure sustainable energy security.
