Abstract ; This study aims to clarify the role of the Islamic value system in improving the performance of public services. It is grounded in the Islamic frame of reference for shaping and guiding the behavior of public employees, especially since administrative and political practices during the era of civilizational flourishing affirm the validity of this approach and provide value-based and behavioral foundations capable of effectively building such a system. This system relies heavily on the civilizational heritage and Islamic experience in administrative practice, and works to renew the understanding of Qur’anic texts and Prophetic traditions, deriving principles that encourage the renewal of administrative behaviors and public services. This contributes to a model that reflects the collective religious bond, reinforces citizenship values, and fosters pride in the civilizational identity.
