The study examines the legal framework governing the Council’s powers, with particular reference to Articles 41 and 42, highlighting its role in establishing the Counter-Terrorism Committee and strengthening international monitoring mechanisms and coordination among states in addressing transnational threats. It also explores the impact of these resolutions on state sovereignty, especially when the measures adopted extend beyond counterterrorism objectives and affect domestic political and security dynamics. Employing a comparative analytical approach, the study analyzes the cases of Libya, Mali, and Afghanistan to demonstrate the contextual specificity of the Council’s intervention. The findings indicate that the Council’s action is characterized by flexibility and contextual adaptation, yet it raises complex legal and sovereignty-related concerns regarding the balance between maintaining international peace and respecting state sovereignty.
