الحوكمة البيئية: خطوة نحو تحقيق التنمية المستدامة

الملخص
تهدف هذه الورقة وفق منهج وصفي إلى التعريف بفكرة الحوكمة البيئية وتحديد علاقة مؤشرات الحوكمة بتحقيقها كالمساءلة، الشفافية، المشاركة ومحاربة الفساد من خلال توظيف الأجهزة والأفراد في برامج تهدف للحفاظ على البيئة وتنميتها بالنظر إلى عديد المشاكل التي تعانيها، بالإضافة إلى توضيح دور أطراف الحكم الرّاشد ممثّلة في الدّولة وأجهزتها المركزية، الإدارة المحلية، المجتمع المدني والقطاع الخاص في تجسيد حوكمة البيئة ودعم التّنمية المستدامة من خلال العمل على تجسيد العدالة الاجتماعية وترشيد الانفاق ودعم النمو الاقتصادي، كما تتطرق الورقة إلى الجهود التي تبذلها الجزائر من أجل تحقيق الحوكمة البيئية من خلال الجهود المبذولة من الناحية القانونية والاجرائية وكذلك الآليات المؤسساتية التي تتبنى هذه الجهود وتعتبر طرفا فاعلا في تجسيدها رغم المعوقات التي تعترض ذلك وهو ما يجب تجاوزه من خلال إيجاد الحلول اللازمة لتجسيد أهداف التنمية المستدامة. This paper aims, according to a descriptive approach, to introduce the idea of environmental governance and determine the relationship of governance indicators to achieving it, such as accountability, transparency, participation and fighting corruption by employing agencies and individuals in programs aimed at preserving and developing the environment in view of the many problems it suffers from, in addition to clarifying the role of the parties of good governance represented by the state and its central agencies, local administration, civil society and the private sector in embodying Environmental governance and supporting sustainable development by working to embody social justice, rationalize spending, and support economic growth, The paper also addresses the efforts made by Algeria to achieve environmental governance through the efforts made from a legal and procedural standpoint, as well as the institutional mechanisms that adopt these efforts and are considered an active party in embodying them despite the obstacles that obstruct this, which must be overcome by finding the necessary solutions to realize the goals of sustainable development.
