This research examines and analyzes the legal protection of public tranquility against the risks posed by loose and stray animals in the Sultanate of Oman, considering public tranquility a fundamental element of public order that the state is committed to safeguarding. The research problem lies in the inadequacy and fragmentation of the existing legislative framework, which fails to provide sufficient legal protection for public tranquility against the threats these animals pose to traffic safety, public health, social security, and the general peace of individuals. The primary objective of this study is to evaluate the adequacy of the Omani legislative and executive framework in addressing this phenomenon and to measure its effectiveness in achieving the desired protection of public tranquility. The research adopts a descriptive-analytical approach, supported by a comparative method, through the analysis of relevant constitutional and legislative provisions notably the Penal Code, the Traffic Law, the Animal Welfare Law, and various administrative regulations and decisions—while also examining the role of competent administrative authorities in practical application. The most significant finding of the research is that the current legal regulation suffers from a clear legislative and executive deficit, manifested in the absence of a dedicated and integrated law that regulates the phenomenon of loose and stray animals and prescribes deterrent penalties, thereby weakening the actual protection of public tranquility. The research recommends the necessity of enacting comprehensive legislation that enhances the effectiveness of administrative policing (Administrative Control) and achieves a balance between human protection and the principles of animal welfare.
