الملخص
تهدف هذه الدراسة إلى إبراز مفهوم الاقتصاد الأزرق باعتباره توجهًا ناشئًا يعزز الإدارة المستدامة والمسؤولة لموارد البحار والأنهار والمحيطات، بما ينسجم مع أهداف التنمية المستدامة للأمم المتحدة، ولا سيما الهدف الرابع عشر المتعلق بـ "الحياة تحت الماء". ويتجاوز هذا المفهوم النظرة التقليدية لاقتصاد المحيطات كوسيلة لتحقيق النمو الاقتصادي، ليركز بدلًا من ذلك على الآثار طويلة المدى للأنشطة الاقتصادية في الحفاظ على صحة وإنتاجية هذه الموارد. وتتناول الدراسة بوجه خاص التحديات والعوائق التي تحول دون تطبيق الاقتصاد الأزرق في حوض البحر الأبيض المتوسط، مع تسليط الضوء على تجربة الجزائر. وقد خلصت النتائج إلى ضرورة تكثيف التعاون المحلي والدولي لمواجهة هذه التحديات، عبر إشراك مختلف الأطراف الفاعلة وتعزيز التنسيق فيما بينها. وفي هذا الإطار، شرعت الجزائر في اعتماد استراتيجية وطنية لتبني الاقتصاد الأزرق واستثماره كأحد البدائل الاستراتيجية للموارد النفطية This study aims to highlight the concept of the Blue Economy as an emerging approach that promotes the sustainable and responsible management of marine, river, and ocean resources, in line with the United Nations Sustainable Development Goals, particularly Goal 14: Life Below Water. This concept goes beyond the traditional view of the ocean economy as a tool for economic growth, by focusing instead on the long-term impacts of economic activities on the health and productivity of these resources. The study specifically addresses the challenges and barriers that hinder the implementation of the Blue Economy in the Mediterranean Basin, with special attention to the case of Algeria. Findings indicate the need to strengthen both local and international cooperation to overcome these challenges by involving all stakeholders and enhancing coordination among them. In this context, Algeria has initiated the adoption of a national strategy to embrace the Blue Economy and leverage it as one of the key alternatives to oil resources
