أهمية الشراكة بين القطاعين العام والخاص في دعم التوجهات التنموية الدولية الحديثة -عرض تجارب دولية ناجحة-

الملخص
تسلط هذه الورقة البحثية الضوء على موضوع الشراكة بين القطاعين العام والخاص، كركيزة أساسية للمساهمة في تجسيد البرامج التنموية ذات الطابع المحلي والدولي، وتجاوز مشكلة تمويل مشاريع القطاعات الحيوية. أصبحت لمثل هذه الشراكات المكانة والدور المحوري في دعم توجهات الخطط والاستراتيجيات الدولية ضمن خطة أهداف التنمية المستدامة (SDGs). تم اعتماد المنهج الوصفي التحليلي في هذه الدراسة، مع عرض عدة تجارب دولية ناجحة لمختلف القطاعات الحيوية الملبية لحاجيات الأفراد، وتحسن نوعية حياتهم. تم التوصل إلى عدة نتائج أهمها أن عقد الشراكات بين القطاعين العام والخاص هي أكثر الخيارات شيوعا، وهذا نظرا لكونها مدخلا لتحسين جودة خدمات المرافق العمومية، ووسيلة لتقليل العبء المالي على الحكومات، وصولا إلى تحقيق التنمية المستدامة. توصي الدراسة بتعاون الحكومات باستمرار مع الخواص، بالطريقة التي تضمن تحقيق المصلحة للطرفين، والتوازن بين الربحية وتحقيق الأثر الاجتماعي. This research paper highlights the topic of public-private partnerships as a fundamental pillar for contributing to the implementation of local and international development programmes and overcoming the problem of financing projects in vital sectors. Such partnerships have become pivotal in supporting the directions of international plans and strategies within the agenda of the Sustainable Development Goals. This study adopts a descriptive and analytical approach, presenting several successful international experiences in various vital sectors that meet the needs of individuals and improve their quality of life. Several conclusions were reached, the most important of which is that public-private partnerships are the most common options. This is a way to improve the quality of public utility services, reduce the financial burden on governments, and achieve sustainable development. The study recommends that governments should continuously collaborate with private sector partners in a way that ensures a win-win situation, balancing profitability and social impact.
