Abstract

AbstractUnder the contemporary international legal order, the Security Council is the organ of collective security in the structure of the United Nations. Its primary competence is to consider any dispute or situation that may threaten international peace and security. The Council must be subject to any international dispute or position to determine whether there is a threat to peace International security, or a state of aggression. He therefore resorted to economic sanctions against States that had violated their international obligations under international humanitarian law, human rights and, in general, any State that had committed any of the acts provided for in Article 39 of the Charter. The imposition of economic sanctions by States is designed to induce them to respect the rules of international law for the maintenance of international peace and security. But the practical reality shows the ineffectiveness of the economic sanctions program to stop increasingly widespread violations. Thus, the system of imposing such sanctions remains deficient in implementing the rules of international humanitarian law for the maintenance of international peace and security.
