It is well established in international law that as the imperatives of national sovereignty intensify, a state's domestic interest takes precedence over other considerations. Accordingly, the state is legally entitled to defend and preserve its sovereignty. In this context, Algeria has opted to tighten its internal policy against irregular migration from African countries by implementing security and administrative measures that fall squarely within the exclusive competence of its governmental authorities. However, the principle of good neighborliness serves as a mitigating factor to the rigidity of a purely sovereign-based approach, justifying openness to mechanisms of dialogue and cooperation aimed at addressing shared challenges. This balance is reflected in Algeria’s policy orientation toward coordination with Sahel countries through bilateral agreements that provide for the exchange of statistical data, the activation of surveillance and monitoring mechanisms, and the establishment of institutional partnerships between security agencies for the exchange of information and expertise — all of which contribute to enhancing regional cooperation in this field.
