This paper aims to examine how Donald Trump’s immigration policies (2017–2021) reshaped state–federal relations and affected U.S. national unity. Adopting a qualitative and analytical methodology, the study draws on academic literature, policy analyses, executive orders, and legal cases to assess intergovernmental dynamics during this period. The findings show that the administration’s reliance on executive unilateralism and coercive federal strategies intensified conflicts with states and municipalities, particularly over sanctuary policies, travel restrictions, and border wall funding. These conflicts weakened intergovernmental cooperation, fragmented immigration governance, and reinforced partisan polarization, thereby straining the integrative capacity of American federalism.
