Abstract: Artificial cloud seeding is one of the most legally intricate techniques of weather modification. It brings scientific intervention into direct contact with sovereign prerogatives, environmental constraints, and economic considerations, while operating in the absence of detailed international legal rules tailored to this emerging activity. As states have expanded the use of cloud seeding to address climate change impacts, particularly drought and water scarcity, the international legal framework has not kept pace with accelerating scientific developments. The difficulty is not the permissibility of cloud seeding in principle, but the structural weakness of existing international law in regulating its practice, identifying the legal responsibilities it generates, and addressing its potentially transboundary effects.
