The study examines the regulatory policies of China's digital media landscape between 2017 and 2023, employing path dependency theory. The study relied on a qualitative analysis approach to examine key laws and regulations, such as the Cybersecurity Law (2017), the Regulations on the Ecological Governance of Online Information Content (2020), the Algorithmic Recommendation Provisions (2022), and the Measures for the Management of Generative AI Services (2023), within intertwined political and economic contexts. The findings demonstrate that the country did not enter the digital age with a radical change in the foundations of its media governance. Over the years, the Chinese government has adopted increasingly stringent policies to control cyberspace, reorienting traditional censorship tools to address modern digital challenges. Here, the shift in China's regulatory philosophy is clearly evident: from controlling the final media product to controlling the smart infrastructure that produces, generates, and distributes it, aiming to proactively control media content to ensure political stability and control and achieve "cyber sovereignty".
