الملخص
ملخص: أمام الأرقام الهائلة التي تسجل يوميا حول حوادث المرور وما ينجر عنها من خسائر بشرية ومادية معتبرة يقع على عاتق كل مؤسسات الدولة والمجتمع المدني العديد من المهام والوظائف المتعلقة بحوادث المرور، خصوصا في ظل التغيرات والتحولات المتسارعة التي يعرفها العالم في شتى مجالات الحياة، باعتباها متعددة الأبعاد تؤثر على المجتمع بكافة مقوماته، خصوصا لارتباطها بالجانب الوقائي لأفراد المجتمع من حوادث المرور وحمايته أكثر، بحيث يمكن أن تساهم أكثر في السلامة المرورية من خلال التربية وما يمكن أن تقدمه من إعلام ونشر الوعي المروري في وسط أفراد المجمع، وعليه نسعى من خلال هذه المداخلة إلى تقديم قراءة في قانون المرور ولبعض المفاهيم المرتبطة بيه مع توضيح أهميتها في مجال تنظيم ومراقبة حركة المرور ومساهمة مثل هذه القوانين وتطورها في حل ومواجهة مشكلة حوادث المرور. Abstract: In light of the massive numbers recorded daily regarding traffic accidents, and the significant human and material losses resulting therefrom, a multitude of tasks and functions related to traffic accidents fall upon the shoulders of all state institutions and civil society. This is particularly crucial amidst the rapid changes and transformations the world is experiencing in various fields of life, given that these accidents are multi-dimensional, affecting society in all its components. They are particularly linked to the preventive aspect for community members regarding traffic accidents and enhancing their protection. They can contribute further to road safety through education and the provision of information and the dissemination of traffic awareness among community members. Accordingly, through this intervention (paper), we seek to provide an interpretation of traffic law and some related concepts, while clarifying their importance in the field of regulating and monitoring traffic movement, and the contribution of such laws and their development in solving and confronting the problem of traffic accidents.
