الملخص

يشهد قطاع البحث العلمي في الجزائر نقلة نوعية من خلال التوجه إلى رؤية جديدة في توسيع دائرة البحث عموما ، فتوسيع البنية التحتية لقطاع البحث العلمي هو مؤشر على الحركة التنموية واهتمام الدولة بتطوير القطاع وجعله من المرتكزات ذات الأهمية الكبرى، لأن وجود أكثر من 110 مؤسسة جامعية و32 مركز بحث علمي بالجزائر هو إنجاز لا يستهان به ويعبر عن إرادة سياسية للنهوض بالقطاع منذ الاستقلال سنة 1962، لذلك يعد تسخير الميزانيات للبحث العلمي والتطوير التكنولوجي منظورا استراتيجيا يتطلب تنظيما إداريا وماليا لإنشاء وتسيير مؤسسات معاصرة كمراكز البحث العلمي التي تعتبر في منظور الدول الكبرى هيئات سيادية ، بل من هيئات الأمن القومي. The scientific research sector in Algeria is witnessing a qualitative leap through the adoption of new vision to broaden the scope of research in general , the expansion of the infrastructure of the scientific research sector is an indicator of the developmental progress and the states commitement to developing the sector and making it on the pillars of great importance , because the existance of more than 110 university institutions and 32 scientific research centers in Algeria is significant achievement and reflects a political will to advance the sector since independence in 1962 , Therefore allocating budgets for scientific research and technological development is a strategic approach that requires administrative and financial organisation to establish and manage modern institutions such as scientific research centers , which are considered ,from the perspective of major countries , sovereign bodies and even national security bodies.
