التحول الرقمي في دول مجلس التعاون الخليجي: تطورات وآفاق المستقبل Digital Transformation In The Gcc Countries –developments And Future Prospects

الملخص

يشهد التحول الرقمي في دول مجلس التعاون الخليجي تطورات ملحوظة مدفوعة برؤى استراتيجية مدروسة نابعة من التحول الرقمي الموجود في العالم والذي من المؤكد أنه يؤثر على الواقع في هذه الدول. تسعى هذه الدول إلى تعزيز مكانتها كمراكز رقمية عالمية من خلال الاستثمار في التقنيات الناشئة مثل الذكاء الاصطناعي وإنترنت الأشياء والحوسبة السحابية. وتتجلى هذه الجهود في إطلاق مبادرات حكومية طموحة تهدف إلى رقمنة الخدمات العامة وتطوير البنية التحتية الرقمية، إلى جانب تشجيع ريادة الأعمال التقنية وجذب الاستثمارات في القطاعات التكنولوجية المتقدمة. كما تركز هذه الدول على بناء اقتصاد معرفي مستدام يعتمد على الابتكار والتقنية. وهنا يهدف هذا المقال إلى تحليل هذه التطورات، واستعراض التحديات التي تواجه هذا التحول مثل نقص المواهب المتخصصة وضرورة تحديث الأنظمة القانونية، واستشراف الآفاق المستقبلية للتحول الرقمي في ظل المنافسة العالمية المتزايدة. إذ يعتمد المقال على تحليل البيانات والتقارير الصادرة عن الجهات الرسمية والمنظمات الدولية والدراسات العلمية، لتقديم فهم شامل لهذا التحول ودوره في تشكيل مستقبل المنطقة الاقتصادي والاجتماعي. The digital transformation in the Gulf Cooperation Council (GCC) countries is witnessing remarkable developments, driven by carefully designed strategic visions inspired by the global digital shift, which undoubtedly impacts the realities of these states. These countries aim to strengthen their position as global digital hubs by investing in emerging technologies such as artificial intelligence, the Internet of Things, and cloud computing. These efforts are reflected in the launch of ambitious governmental initiatives that seek to digitize public services and develop digital infrastructure, in addition to promoting technological entrepreneurship and attracting investments in advanced technology sectors. Furthermore, the GCC countries focus on building a sustainable knowledge-based economy that relies on innovation and technology. This article aims to analyze these developments, highlight the challenges facing this transformation—such as the shortage of specialized talents and the need to update legal frameworks—and explore the future prospects of digital transformation amid increasing global competition. The analysis draws on data and reports issued by official institutions, international organizations, and scientific studies to provide a comprehensive understanding of this transformation and its role in shaping the economic and social future of the region.
