:Abstract: The issue of informal or chaotic settlements in Algeria has been shaped by harsh social conditions, including poverty, unemployment, and the absence of public services, particularly during the Black Decade of the 1990s. This period witnessed mass displacement of families and individuals from rural areas to cities, leading to the proliferation of informal and shantytown neighborhoods. As a result, serious social problems emerged, such as delinquency, poverty, unemployment, and a housing crisis. These factors contributed to the rise of various types of crime, including theft, assaults on individuals and property, drug and alcohol abuse, and youth violence. Based on these observations, we pose the following research question: What role do informal settlements play in the rise of crime among urban youth ?: .
