الملخص
ملخص: يشهد العالم اليوم تزايدا غير مسبوق في التحديات البيئية نتيجة النمو الصناعي المتسارع، والتوسع العمراني، والاستهلاك المفرط للموارد البيئية، فأصبح من الضروري البحث عن آليات دولية فاعلة للتعامل مع هذه التحديات، تعد منظمة التعاون الاقتصادي والتنمية منصة فنية، وسياسية هامة للدول المتقدمة والناشئة، وظهرت لديها رؤية متزايدة لدمج الاعتبارات البيئية ضمن إطار السياسات الاقتصادية. مع تصاعد تحديات التغير المناخي وتناقص الموارد، اتجهت المنظمة إلى تقديم استراتيجيات وأدوات تقييم تساعد الدول على تحقيق نمو اقتصادي مستدام مع حماية الموارد الطبيعية، تهدف هذه الدراسة إلى تحليل دور المنظمة كآلية لحماية البيئة من خلال عرض إطارها العام وأهدافها، ثم التطرق إلى أهم آلياتها البيئية وتقييم فعاليتها وتحدياتها المستقبلية. خلص البحث إلى أنّ منظمة التعاون الاقتصادي والتنمية تمثل فاعلاً مؤثراً في الحوكمة البيئية، غير أنّ فعاليتها تبقى مرتبطة بمدى التزام الدول الأعضاء وتعاونها في مواجهة التحديات البيئية العالمية. Abstract Today, the world is witnessing an unprecedented increase in environmental challenges as a result of rapid industrial growth, urbanization, and excessive consumption of environmental resources. It has become necessary to search for effective international mechanisms to deal with these challenges. The OECD is an important technical and political platform for developed and emerging countries, and it has emerged with an increasing vision to integrate environmental considerations within the framework of economic policies. With the escalating challenges of climate change and dwindling resources, the organization has tended to provide strategies and assessment tools that help countries achieve sustainable economic growth while protecting natural resources. This study aims to analyze the role of the organization as a mechanism for protecting the environment by presenting its general framework and objectives, then addressing its most important environmental mechanisms and evaluating their effectiveness and future challenges. The research concluded that the OECD is an influential actor in environmental governance, but its effectiveness remains linked to the commitment and cooperation of member states in addressing global environmental challenges.
