This research presents a comparative descriptive analysis of the digital transformation of public markets focusing on the dematerialization of tender processes in Algeria and France the study Examines strategics frameworks implementation mechanisms and operational Outcomes of e-procurement system in both countries, in France the research explores the mature and integrated ecosystem of the PLACE platform, highlighting in standardizing procedures and improving market efficiency , in Algeria this study investigates the implementation of the e-procurement portals identifying achievements and challenges, through a systematic comparison of these two distinct models ; يقدم هذا البحث تحليلاً وصفياً مقارناً للتحول الرقمي للصفقات العمومية مع التركيز على إزالة الطابع المادي لعمليات الصفقات في الجزائر وفرنسا. تدرس الدراسة الأطر الاستراتيجية وآليات التنفيذ والنتائج التشغيلية لنظام المشتريات الإلكترونية في كلا البلدين. في فرنسا، يستكشف البحث النظام البيئي الناضج والمتكامل لمنصة PLACE، مع التركيز على توحيد الإجراءات وتحسين كفاءة السوق. في الجزائر، تبحث هذه الدراسة في تنفيذ بوابات المشتريات الإلكترونية وتحديد الإنجازات والتحديات، من خلال مقارنة منهجية لهذين النموذجين المتميزين
