Abstract
This study delves into the public procurement system a crucial pillar within the legal and economic structure However its conventional procedural framework, rooted in paper-based processes and physical interactions, has consistently revealed a chronic inability to align with the efficiency demands of the contemporary economic landscape, Moreover it has fostered an environment conducive to practices that undermine the principles of transparency and fair competition Consequently digital transformation emerges as a strategic imperative for re-engineering the public procurement system ,The operationalization of an electronic portal is set to establish the foundation for a decisive procedure. انصبت الدراسة على منظومة الصفقات العمومية التي تحتل موقعاً محورياً ضمن البنيان القانوني الاقتصادي، غير أن إطارها الإجرائي التقليدي القائم على الدعائم الورقية والتفاعلات المادية نتج عنه قصور مزمن في مواكبة متطلبات الكفاء التي يفرضها النظام الاقتصادي المعاصر، كما شكّل بيئة مواتية لممارسات تحد من مبادئ الشفافية والمنافسة الحرة ،ليبرز التحول الرقمي كخيار استراتيجي لإعادة هندسة منظومة الصفقات العمومية، وتفعيل البوابة الالكترونية من شأنه أن يضع حجر الأساس لإحداث قطيعة إجرائية مع الممارسات التقليدية ، وتوجيه منظومة الصفقات العمومية نحو مسار أكثر شفافية، ومساواة، ونجاعة يضمن الإنفاق الرشيد للأموال العمومية .
