The study treats international conflicts as multi- dimensional phenomena that extend beyond traditional military confrontations between states to encompass economic, cultural, environmental, digital, and humanitarian dimensions, with the emergence of new non-state actors directly shaping conflict dynamics and resolution strategies The study classifies these new actors into four main categories: non-state armed groups, private military and security companies, international and non-governmental organizations, and digital actors. It demonstrates that these actors complicate the nature of conflict by introducing non-traditional methods such as hybrid warfare, cyber conflicts, economic operations, and media-cultural campaigns. Real-world examples include Boko Haram and Al-Shabaab in Africa, ISIS and Al-Qaeda in the Middle East, private 3 military companies such as Blackwater and Wagner, international organizations like the UN MONUSCO mission, NGOs such as Médecins Sans Frontières, and digital actors like the hacker groups Killnet and Anonymous. The article further examines the major forms of twenty-first-century conflict, including hybrid conflict, cyber conflict, asymmetric conflict, proxy wars, and humanitarian-environmental conflicts, highlighting the critical role of economic transformations, globalization, the digital revolution, and climate change as central drivers. The analysis emphasizes that the central actor is no longer exclusively the state; contemporary conflicts involve multi-level actors and tools that integrate military, political, economic, cultural, and environmental dimensions. The study concludes that unilateral approaches are insufficient for addressing contemporary conflicts. There is an urgent need for multi-level strategies that integrate security, diplomacy, development, transitional justice, and civil society participation, alongside interdisciplinary research to analyze complex conflicts, understand the dynamics of new actors, and develop sustainable resolution strategies. The article highlights that future international conflicts will increasingly be linked to non-traditional challenges, including climate change, migration, resource scarcity, digital transformation, and artificial intelligence, necessitating the development of new analytical frameworks and interpretative models.
