الملخص
تعد الإدارة المحلية صورة من صور اللامركزية الإدارية ونظام الجماعات المحلية، وتحتل مركزا هاما في نظام الحكم الداخلي، إلا ان التحولات التي عرفها العالم أوجب عليها القيام بمجموعة من الإصلاحات وذلك لتفعيل دورها في دفع عجلة التنمية ومسايرة المتطلبات والمتغيرات الراهنة، إلا أنها هذه الأخيرة تواجه مجموعة من التحديات التي تعرقل مسار الوصول لتحقيق التقدم والازدهار ولهذا وجب وضع برامج وسياسات مجابهة هذه التحديات وتخطي العقبات، خاصة تلك الاصلاحات التي تركز على المورد البشري بالدرجة الأولى باعتباره جوهر التنمية وبالأخص ما تعلق بمسألتي: الترشيد والعقلنة للتخفيف الخلل الوظيفي السائد. لبلوغ أهداف الدراسة تم الاعتماد على المنهج الكيفي، وتقنية المقابلة المعمقة التي تم تطبيقها على 33 مسؤول داخل البلدية، وبعد جمع البيانات وتحليلها تم التوصل إلى أن: هناك جوانب عدة تعكس عقلنة الإدارة محل الدراسة خاصة ما تعلق بسبل تحقيق الأهداف وإجراءات تحقيق التنمية المحلية، إلى أنه ما تزال تستند هذه الأخيرة لمعايير ذاتية وعاطفية متمثلة في القيم التقليدية الاجتماعية والتي تأثر في عقلنة التنظيم بصفة عامة. Local administration represents a form of administrative decentralization and the system of local communities. However, these communities face a number of challenges that hinder their path toward achieving progress and prosperity. Therefore, it is necessary to develop programs and policies to confront these challenges and overcome obstacles—especially reforms that focus primarily on human resources, considering them the core of development, particularly in matters related to rationalization and optimization in order to mitigate the prevailing functional imbalance. To achieve the objectives of the study, a qualitative approach was adopted, using the in-depth interview technique applied to 33 municipal officials. After collecting and analyzing the data, the study concluded that there are several aspects that reflect the rationalization of the administration under study, particularly in terms of means to achieve objectives and procedures for realizing local development. However, the process still relies on subjective and emotional criteria, represented by traditional social values, which affect the rationalization of the organization in general.
