الملخص

تهدف هذه الدراسة الى معرفة اثر تكنولوجيات المعلومات والاتصال (ممثلة بمؤشر استخدام الانترنيت ) على سوق العمل ( ممثلا بمؤشري البطالة والتشغيل ) باستخدام المنهج الوصفي في تحديد اهم التطورات التي عرفتها متغيرات الدراسة في الجزائر , و المنهج التجريبي في قياس الاثر من خلال العلاقة بين المتغيرات خلال الفترة 1995/2023 , اعتمادا ادوات قياسية ( باستخدام طريقة FAMOLS بعد دراسة التكامل المشترك في ظل وجود انكسارات هيكلية) . أهم النتائج التي توصلت إليها الدراسة أنه خلال الفترة السابقة للانكسار الهيكلي والتي تزامنت مع الازمة المالية العالمية 2008 ساهمت الانترنيت في تخفيض البطالة من مطلق الربط بين العرض والطلب على العمل عن طريق توفير المعلومة، أما خلال الفترة الموالية للانكسار فالعكس تماما رغم تعزيز استخدامات الانترنيت على نطاق اوسع وذلك لضعف التأهيل. This study aims to examine the impact of information and communication technologies (ICT) — represented by the Internet usage index — on the labor market, as reflected by the unemployment and employment indicators. The descriptive approach was applied to identify the key developments in the study variables in Algeria, while the experimental approach was used to measure the impact through the relationship between the variables during the period 1995–2023. This was conducted using econometric tools, specifically the FMOLS, after testing for cointegration in the presence of structural breaks. The main findings of the study indicate that, during the period preceding the structural break — which coincided with the 2008 global financial crisis — Internet usage contributed to reducing unemployment by facilitating the matching of labor supply and demand through improved access to information. However, in the period following the structural break, the opposite effect was observed, despite the wider use of the Internet, mainly due to the lack of adequate digital skills.
