الاتفاقية النووية لقمع أعمال الارهاب النووي لعام 2005- المقاصد والمضامين

الملخص
ملخص: تحول الإرهاب إلى تهديد عالمي عابر للحدود لا سيما بعد أحداث 11 سبتمبر 2001، ومنذ ذلك الحين تسارعت وتيرة المبادرات التعاونية الدولية للوقوف في وجه هذه الظاهرة، ومن بين ثمار ذلك التعاون إقرار ما يعرف بالاتفاقية الدولية لقمع أعمال الإرهاب النووي عام 2005. تمحورت هذه الاتفاقية حول وضع تدابير كفيلة بمواجهة أي استعمال إرهابي للطاقة النووية، وساهمت في تعزيز الإطار القانوني العالمي المشترك لمحاربة الإرهاب النووي، ووضعت مختلف دول العالم ولا سيما النووية منها، أمام مسؤوليتها في تجنب وقوع المنشآت أو الأسلحة النووية في يد تنظيمات إرهابية توظفها في أعمالها العنيفة، وقد انبثق عن تلك الاتفاقية مجموعة من الالتزامات الوطنية منها والدولية، التي تشكل حجر الأساس لتعزيز التعاون الدولي في هذا المجال، وكذلك ترسيخ العمل الجماعي والمشترك لمواجهة مختلف أشكال الإرهاب وأنواعه، على اعتبار أن محاربة الإرهاب هي مسؤولية عالمية ومشتركة وهي بحاجة إلى إطار منظم لهذا التعاون، مثلما هو عليه الحال مع اتفاقية قمع أعمال الإرهاب النووي. Abstract: Terrorism has become a global, cross-border threat, especially after the events of 11 September 2001. Since then, international cooperation initiatives have accelerated to combat this phenomenon. One of the fruits of this cooperation was the adoption of the International Convention for the Suppression of Acts of Nuclear Terrorism in 2005. This convention focused on establishing measures to counter any terrorist use of nuclear energy, with the potential losses and dire consequences this could have on people's lives and on global security and stability. The convention agreement has contributed to strengthening the common global legal framework for combating nuclear terrorism, and has placed various countries around the world, especially nuclear powers, under the responsibility of preventing nuclear facilities or weapons from falling into the hands of terrorist organizations that would use them in their violent activities. This agreement gave rise to a set of national and international commitments that constitute the cornerstone for strengthening international cooperation in this field and consolidating collective and joint action to combat various forms and types of terrorism, on the basis that combating terrorism is a global and shared responsibility that requires a framework for such cooperation, as is the case with the Convention for the Suppression of Acts of Nuclear Terrorism.
