الملخص
-الملخص: شهدت الدبلوماسية الاقتصادية تطورا ملحوظا في العقدين الأخيرين، حيث تشعبت اهتماماتها في عدة مجالات خاصة فيما تعلق بالمجال الاقتصادي واشكالية استدامة الطاقة وتحقيق التنمية، نتيجة التحديات والرهانات التي أصبحت تواجه إمكانات العديد من الدول والحكومات والشعوب وضمان استقرارها وأمنها. لتشكل بذلك أنموذج حيوي حديث وبديل عما ألفت عليه الأنظمة في سياساتها الخارجية سابقا . وعليه، فإن بروزها يعتبر كأداة رئيسية في صياغة توجهات واستراتيجيات الدول وضبط مسار التجارة الخارجية ومستويات التبادل، لتصبح بذلك حتمية مطلقة فرضها الواقع الدولي. وتزيد من وتيرة التعاون والتشارك بين الأنظمة رغم اختلاف توجهاتها ومبادئها، وتشكل ثقل حكومي كبير. وفي هذا الإطار، سيتم دراسة البعد الطاقوي الاقتصادي والمشاريع الاستثمارية ذات الأبعاد التنموية في دول شمال إفريقيا والتركيز بدقة على الأنموذج " الجزائري" وفق مبادئ الدبلوماسية الاقتصادية للولايات المتحدة الأمريكية المتعامل بها في المنطقة. Abstract : Economic diplomacy has undergone significant developments in the past two decades, with its focus expanding into various areas, particularly in relation to the economic sector , energy sustainability, and development challenges. These developments have emerged as a response to the evolving challenges and stakes faced by many countries, governments, and populations in ensuring their security and stability. As a result, economic diplomacy has become a dynamic and modern model, offering an alternative to the foreign policy approaches traditionally followed by governments. The rise of economic diplomacy is thus considered a key tool in shaping the direction and strategies of nations, as well as regulating the trajectory of foreign trade and exchange levels. It has become an absolute necessity imposed by the international reality, accelerating cooperation and partnerships between governments despite their differing orientations and principles, and exerting significant governmental influence. In this context, the study will focus on the energy-economic dimension and the developmental investment projects in North African countries, with particular emphasis on the Algerian; model in line with the principles of U.S. economic diplomacy in the region.
