الملخص
تُعتبر التنمية عملية ديناميكية وتفاعلية تشمل الجهاز العمومي وكافة مكونات المجتمعات المحلية. وتُعد الجماعات المحلية من أهم الآليات التي تسهم في تنظيم الدولة وتطبيق مفهوم اللامركزية من خلال توزيع الوظيفة الإدارية على هيئات غير مركزية وجهات تنفيذية محلية. الجماعات المحلية تُعد جزءًا أساسيًا من الهيكل المركزي للدولة، وتُعتبر البلدية في الجزائر النواة الأساسية لهذه الجماعات، نظراً لدورها الهام الذي تقوم به في خدمة الإدارة والمواطن. ومع ذلك، ورغم الجهود المبذولة، لا تزال أهداف التنمية المحلية المستدامة بعيدة عن تحقيق الطموحات المنتظرة، ويعود ذلك إلى العقبات والمشاكل التي تعترض طريق العديد من البلديات، مما أدى إلى تأثير سلبي على فعالية التنمية المحلية المستدامة التي يطمح إليها المواطنون Local development is considered a dynamic and interactive process that involves the public sector and all components of local communities. Local communities are one of the most important mechanisms that contribute to the organization of the state and the implementation of decentralization by distributing administrative functions to decentralized bodies and local executive entities. Local communities are an essential part of the central structure of the state, and the municipality in Algeria is considered the core of these communities, due to its significant role in serving both administration and citizens. However, despite the efforts made, the goals of sustainable local development are still far from achieving the expected aspirations. This is due to the obstacles and problems that many municipalities face, which have negatively affected the effectiveness of sustainable local development that citizens aspire to.
