This article analyzes Tlemcen's exceptional cultural heritage and its potential for sustainable tourism through a diagnostic approach. The study highlights the region's diverse patrimonial value but identifies major obstacles to sustainability: centralized governance, poor institutional coordination, and limited community involvement. After reviewing state actions (rehabilitation, cultural circuits), the article proposes prospective avenues focused on participatory governance and heritage integration into the local economy. The conclusion asserts that Tlemcen's tourism sustainability depends on stakeholders overcoming structural constraints for a balanced valorization that promotes local development.
