The Opening Of Capital In Algerian Public Banks: A Prospective Analysis Of The Challenges Of Banking Sector Modernization – The Case Of Cpa And Bdl

Abstract

Abstract: This prospective study focuses on the challenges of opening the capital of public banks in Algeria, through an analysis centered on the Crédit Populaire d’Algérie (CPA) and Banque de Développement Local (BDL). By examining the institutional foundations, reform dynamics, and stakeholders’ perceptions, it assesses the capacity of this transformation to modernize the Algerian banking sector. Three modernization scenarios are proposed, integrating aspects of governance, digitalization, and social mission. The results suggest that success will depend on balancing public control and economic efficiency. key words: Banking Reform, Modernization, Capital Opening, CPA, BDL.
