This study aims examines Algeria’s efforts to modernise its public sector accounting system in line with the International Public Sector Accounting Standards (IPSAS) and the provisions of Organic Law No. 18-15. It analyses the conceptual and legal frameworks underpinning public financial management reforms and identifies the technical, institutional, and organisational challenges hindering IPSAS implementation. The study reveals that success depends on sustained political commitment, capacity building, technological infrastructure, and stakeholder engagement. It argues that the shift from a cash-based to an accrual-based system is essential for transparency and accountability. Ultimately, the research concludes that IPSAS adoption is a strategic step toward enhancing governance, efficiency, and fiscal sustainability in Algeria’s public sector.
