This research examines how government policies and the business environment in Tunisia and the United Arab Emirates may facilitate startup growth. It highlights the structural and institutional differences between the two countries via the use of PESTEL and SWOT analytical tools. Effective entrepreneurial ecosystems need a coordinated approach that considers local and national circumstances while combining digital infrastructure, legal frameworks, financial accessibility, and education. Recommendations to improve the entrepreneurial ecosystem in various situations within the Middle East and North Africa region have been proposed at last.
