الملخص
ملخص: يهدف هذا المقال إلى توضيح الإشكال المرتبط بمشاركة الجزائر في عمليات حفظ السلم التابعة للأمم المتحدة، وهي القضية التي أثارت جدلًا واسعًا في الأوساط السياسية والأكاديمية، حيث يتمحور هذا الجدل حول ما إذا كانت هذه المشاركة تتعارض مع الثوابت التقليدية للسياسة الخارجية الجزائرية من جهة، ومع العقيدة العسكرية للجيش الوطني الشعبي، كما وردت في الدساتير الجزائرية المتعاقبة، من جهة أخرى. ولتحقيق أهداف الدراسة، سيتم تحليل المقاربة الجزائرية في التعامل مع وحدات النظام الدولي، بالإضافة إلى دراسة الأطر المفاهيمية والمبادئ والضوابط التي تحكم عمليات حفظ السلم الأممية، وذلك بغرض الإسهام في توضيح أبعاد هذه الإشكالية وفهم أسباب الجدل المحيط به، للبت فيه. Abstract : This article aims to clarify the issue related to Algeria's participation in United Nations peacekeeping operations a subject that has sparked widespread debate in political and academic circles. The controversy revolves around whether such participation is incompatible with the traditional principles of Algerian foreign policy on one hand, and with the military doctrine of the People’s National Army, as outlined in successive Algerian constitutions, on the other. To achieve the objectives of this study, the Algerian approach to interacting with units of the international system will be analyzed, in addition to examining the conceptual frameworks, principles, and regulations governing UN peacekeeping operations. This is intended to contribute to clarifying the dimensions of the issue and understanding the underlying causes of the surrounding debate, with the aim of resolving it.
