دور الاستثمار في رأس المال البشري في نجاح التحول الرقميي بالبلديات -دراسة ميدانية ببلدية برج بوعريريج-

الملخص
ملخص: هدفت هذه الدراسة إلى إبراز الدور المهم الذي يلعبه الاستثمار في رأس المال البشري في نجاح عملية التحول الرقميي بالبلديات، والكشف عن مدى كفاءة وفعالية السياسات والآليات التي تعتمدها الإدارة البلدية للاستثمار في رأس مالها البشري ودور ذلك في بلوغ بلدية الكترونية تستجيب لمتطلبات العصر الرقمي، وعليه فقد تم طرح التساؤل الرئيسي لإشكالية بحثنا بالشكل الآتي: هل تعتمد الإدارة البلدية ببرج بوعريريج على سياسات وآليات فعالة للاستثمار في رأس المال البشري لديها بشكل يمكنها من التحول لبلدية الكترونية تستجيب لمتطلبات العصر الرقمي؟ وللإجابة عن التساؤل المطروح قمنا باستخدام الاستبيان كأداة لجمع المعلومات، وتوزيعه على أفراد عينة البحث الذي قدر عددهم بـ121 موظف، وكشفت الدراسة عن مجموعة من الاختلالات الوظيفية في تسيير رأس المال البشري بالمؤسسة والتي كانت سببا في عرقلت وتأخر مشروع الإدارة الالكترونية ببلدية برج بوعريريج. وعليه فقد أوصت الدراسة بضرورة الاهتمام بالعنصر البشري من خلال الاستثمار في قدراته ومهاراته ومعارفه بشكل يضمن التحول السلس لبلدية الكترونية، والرقي بالعلاقة بين المواطن والإدارة ليحصل على جميع وثائقه وهو موجود ببيته، وبالتالي تحقيق الهدف الرئيسي للإدارة الالكترونية بتجسيد مصطلح "مواطن إلكتروني". Abstract: This research aims at demonstrating the important role that is played by the investment in the human capital to manage reaching the electronic transfer operation in municipalities and reveals the efficiency of the strategies and tools established by the municipal administration to invest in its human potential in order to reach an electronic muncipality that satisfies the electronic era. Therefore ,a major question to the problematic of the research has imposed itself : Does the municipal administration of Bordj Bou Arreridj use efficient strategies and tools to invest in its human capital in a way that helps the transfer towards an electronic minicipality which satisfies the needs of an electronic era ? To answer this question , we have elaborated a questionnaire to collect information and have distributed it among the the research samples (employees) that reach the number of 121 employees. The research showed several defficiencies in the management of the human capital which was the cause of the obstruction and delay of the electronic administration project in the municipality of Bordj Bou Arreridj. As a remedy to the situation, the study recommended the importance of taking care of the human element through the investment in his abilities, competences and knowledge, in a way that ensures the right movement to an electonic municipality and develops the relation between the citizen and the administration to enable him acquire his documents " home made". This leads to accomplish the main aim of the electronic administration by illustrating the term "electronic citizen. Résumé: Cette étude visait à mettre en évidence le rôle important que joue l'investissement dans le capital humain dans la réussite du processus de transformation électronique dans les communes et à révéler l'efficience et l'efficacité des politiques et mécanismes adoptés par l'administration municipale pour investir dans son capital humain et le rôle de celui-ci dans la réalisation d'une commune électronique répondant aux exigences de l'époque. Par conséquent, la principale question du problème de notre recherche a été posée comme suit: L'administration communale de Bordj Bou Arreridj dépend-elle de politiques et de mécanismes efficaces pour investir dans son capital humain de manière à lui permettre de se transformer en une municipalité électronique qui répond aux exigences de cette époque numérique? Pour répondre à la question, nous avons utilisé le questionnaire comme outil de collecte d'informations et de diffusion auprès des individus de l'échantillon de la recherche, dont le nombre était estimé à 121 salariés. L'étude a révélé un ensemble de déséquilibres fonctionnels dans la gestion du capital humain dans l'institution, ce qui a été la raison pour faire obstacle et retarder le projet de gestion électronique dans la municipalité de Bordj Bou Arreridj. En conséquence, l'étude a recommandé la nécessité de donner l’importance à l'élément humain en investissant dans ses capacités, ses compétences et ses connaissances de manière à assurer la transformation en douceur d'une municipalité électronique , et la promotion de la relation entre le citoyen et l'administration afin d'obtenir tous ses documents alors qu'il est chez lui, et ainsi atteindre l'objectif principal de la gestion électronique en incarnant le terme «citoyen électronique»
