Constitutional Recognition Of Parliamentary Opposition In Algeria Between Text And Practice

Authors : Haddad Abdelaziz . Benabbou Fatiha .

Abstract

This article explores the status of the parliamentary opposition within the Algerian constitutional system, focusing on the 2020 constitutional amendment and its practical application. Although the opposition is explicitly recognized as an institutional component, the absence of complementary legislation, weak internal mechanisms, and the continued dominance of the majority hinder its effective role. It shows that the opposition remains largely symbolic, lacking real influence in both legislative and oversight functions. It concludes that genuine institutional balance requires political will and concrete legal measures to transform the opposition into a true parliamentary actor, rather than a formal element of procedural democracy
