الملخص
تناولتهذه الدراسة مسألة التوازن بين تطور الذكاء الاصطناعي والمسؤولية القانونية والأخلاقية لحماية حقوق الأفراد والمجتمعات، من خلال مقارنة بين تجربتي تونس وتركيا. تهدف الدراسة إلى استكشاف كيفية تعامل البلدين مع تحديات الذكاء الاصطناعي، مثل حماية الخصوصية، الشفافية، والمساءلة، في ظل اختلاف السياقات السياسية والاقتصادية والثقافية. ركز البحث على تطور الذكاء الاصطناعي في تونس بصفتها دولة ديمقراطية ناشئة تسعى لمواكبة التطورات التقنية، وفي تركيا التي تركز على استخدام الذكاء الاصطناعي لدعم النمو الاقتصادي والتكنولوجي. وبينما يواجه البلدان تحديات مشتركة، تختلف استراتيجياتهما في التعامل معها. توصلت الدراسة إلى أهمية تطوير سياسات قانونية وأخلاقية شاملة تأخذ في الاعتبار خصوصيات كل دولة، مع تعزيز التعاون الدولي لضمان استخدام الذكاء الاصطناعي بشكل مسؤول يحمي حقوق الأفراد ويدعم التنمية المستدامة This study addresses the balance between the development of artificial intelligence and the legal and ethical responsibility to protect the rights of individuals and communities, by comparing the experiences of Tunisia and Turkey. The study aims to explore how the two countries deal with the challenges of artificial intelligence, such as privacy protection, transparency, and accountability, in light of the different political, economic, and cultural contexts. The research focused on the development of artificial intelligence in Tunisia, an emerging democratic country seeking to keep pace with technological developments, and in Turkey, which is focused on using artificial intelligence to support economic and technological growth. While the two countries face common challenges, their strategies for dealing with them differ. The study concludes the importance of developing comprehensive legal and ethical policies that take into account the specificities of each country, while enhancing international cooperation to ensure the responsible use of artificial intelligence, protecting individual rights, and supporting sustainable development.
