Recently, the phenomenon of environmental migration or environmental displacement has emerged as one of the major global challenges resulting from a variety of increasing environmental factors, whether stemming from human activities or natural causes. This phenomenon has led to the emergence of a new category of migrants known as environmental refugees, who have become a central topic in international academic and legal discussions, with their issues receiving growing attention. As the number of environmental refugees increases and their impact on receiving countries, particularly in terms of security, economic, and social aspects, grows, it has become essential to allocate more academic and legal attention to understanding the nature of this phenomenon. The academic and legal community has shown an urgent need to address environmental refugees through a legal framework that guarantees their rights and protection. Therefore, the situation calls for examining the possibility of expanding the scope of the 1951 Geneva Convention to include environmental refugees. This study aims to highlight the legal and environmental challenges raised by environmental migration, providing in-depth analyses of the legal possibilities for expanding international protection to include environmental refugees, as well as examining the potential implications of this phenomenon at the international level and within the academic and legal communities.
