The system of prior admission of guilt constitutes one of the most significant innovations introduced by Laws No. 25--14 concerning the Code of Criminal Procedure, within the framework of a comprehensive reform aimed at enhancing the effectiveness of the criminal justice system. This system is based on enabling the accused to confess to the acts attributed to them in exchange for a reduction in penalty, in accordance with specific procedural rules established by law to ensure a balance between society's interest in deterrence and the accused's right to a fair trial. The establishment of this system draws upon comparative legal experiences, particularly those of Anglo-Saxon and Latin traditions, while taking into account national legal specificities. As such, this newly introduced mechanism represents a qualitative step toward shaping modern criminal policy in Algeria, necessitating its rational and genuine implementation, one that reconciles procedural expediency with the guarantees of a fair trial, thereby achieving the intended objectives of judicial reform in the justice system and its operative procedures.
