The Obama administration institutionalized a dual-track approach toward China, expanding cooperation in areas of mutual interest while simultaneously hedging against Beijing’s growing assertiveness through strengthened regional partnerships and a bolstered U.S. military presence in Asia. This article examines the origins, strategic rationale, and implementation of this approach, analyzing its manifestation across economic, diplomatic, and security domains. Drawing on official statements, policy documents, and scholarly analyses, the study argues that the dual-track policy was both a pragmatic adaptation to shifting geopolitical realities and a blueprint for subsequent U.S. administrations. It concludes that the approach’s core logic—pursuing engagement and deterrence simultaneously—remains a defining feature of U.S.–China relations in the twenty-first century.
