Urban planning tools NTDS (National Territorial Development Scheme) and UDPMP (Urban Development and Planning Master Plan) serve as vital instruments for organizing urban space and achieving sustainable development, as the NTDS operates at the national level, guiding development through equitable resource distribution, population management, and environmental protection, while the UDPMP focuses on local land-use regulation, controlled urban expansion, and agricultural land preservation. Together, these tools promote sustainable development across three key dimensions: environmental (conserving natural resources), social (enhancing quality of life), and economic (optimizing resource utilization), where this integrated SNAT-UDPMP system establishes a framework for balanced and sustainable urban development
