Ethics Of Digital Scientific Communication In Algeria And The Limits Of Distinguishing Between Legal Regulations And The Need For Scientific Information

Abstract

The study examined the ethics of digital scientific communication in Algeria by addressing the tension between legal regulations governing digital publishing and researchers’ growing need for easy access to scientific information. National platforms such as PNST, ASJP, and Web Reviews have played a key role in disseminating knowledge and fostering transparency. Nevertheless, the digital environment has created major challenges, including plagiarism, weak compliance with ethical standards, and infringements of intellectual property rights. To address these issues, the Algerian legislator has introduced several laws, most notably the Law on the Protection of Personal Data (18-07) and the Electronic Signature Law (15-04). However, the study concluded that the enforcement of these regulations remains limited, given researchers’ increasing demand for open access to knowledge and the persistence of technical and legislative barriers. It further highlights the importance of updating legal frameworks, strengthening digital infrastructure, and promoting awareness of digital scientific ethics as a means to achieve a balance between safeguarding intellectual property rights and ensuring the right to scientific information
