The Us-china Competition Over Artificial Intelligence Technology

Abstract
The growing rise of artificial intelligence (AI) technology and the resulting global geopolitical challenges have prompted major powers to seek to maximize their gains from this technology, on the one hand, and to suppress and deprive rival powers of superiority and dominance, on the other. This is due to the strategic advantages this technology possesses, enabling those who control and dominate it to enhance their influence and dominance on the international stage. Accordingly, AI technology has become a new driver of international competition, prompting the United States and China to formulate national strategies with international dimensions aimed at achieving superiority and dominance over this emerging technology. شكل الصعود المتزايد لتكنولوجيا الذكاء الاصطناعي، وما أفرزه من تحديات جيوسياسية عالمية، دافعا للقوى العظمى إلى السعي لتعظيم مكاسبها من هذه التكنولوجيا من جهة، والعمل على قمع وحرمان القوى المنافسة من التفوق فيها والهيمنة عليها من جهة أخرى. ويعود ذلك إلى ما تمتلكه هذه التكنولوجيا من مزايا إستراتيجية تمكن المتحكم فيها والمهيمن عليها من تعزيز نفوذه وهيمنته على الساحة الدولية. وبناء على ذلك أضحت تكنولوجيا الذكاء الاصطناعي محركا جديدا للتنافس الدولي، وهو ما دفع الولايات المتحدة الأمريكية والصين إلى صياغة استراتيجيات وطنية ذات أبعاد دولية تهدف لتحقيق التفوق والهيمنة على هذه التكنولوجيا الناشئة.
