تأثير الذكاء الاصطناعي على مبادئ الدبلوماسية التقليدية

الملخص
يعتبر الذكاء الاصطناعي أبرز مظاهر التقدم الرقمي السريع والمذهل التي يشهدها العالم، وذلك نتيجة تأثيره المباشر على مجالات مختلفة من بينها الدبلوماسية، لذلك يهدف موضوع هذا البحث إلى دراسة أبعاد وانعكاسات الذكاء الاصطناعي على مبادئ الدبلوماسية التقليدية القائمة أساسا على السرية، التفاوض المباشر والتمثيل الدبلوماسي. وقد تم التوصل إلى أنّه يقدم فرصا جديدة لتعزيز فعالية العمل الدبلوماسي من خلال تحليل البيانات الضخمة وتسهيل التواصل والتفاعل بين الدول عبر القنوات الدبلوماسية، بالإضافة إلى دعم اتخاذ قرارات سليمة لحل المشكلات والقضايا العالقة . ومع ذلك يثير الذكاء الاصطناعي تحديات جوهرية تتعلّق بالأمن السيبراني، تهديد المهارات البشرية، الموثوقية والشفافية، ما يدعو إلى إعادة صياغة مبادئ الدبلوماسية التقليدية في ظل التحولات التكنولوجية الراهنة، مع التأكيد على ضرورة تكييف الممارسة الدبلوماسية مع هذا الواقع الجديد . Artificial intelligence is considered one of the most prominent aspects of the rapid and astonishing digital advancement that the world is witnessing, due to its direct impact on various fields including diplomacy. Therefore, the aim of this research is to study the dimensions and implications of artificial intelligence on the principles of traditional diplomacy, which is primarily based on secrecy, direct negotiation, and diplomatic representation. It has been concluded that it provides new opportunities to enhance the effectiveness of diplomatic work through the analysis of big data and facilitating communication and interaction between countries through diplomatic channels, in addition to supporting sound decision-making to resolve problems and unresolved issues. However, artificial intelligence raises fundamental challenges related to cybersecurity, the threat to human skills, reliability, and transparency, necessitating a rethinking of traditional diplomatic principles in light of current technological transformations, emphasizing the need to adapt diplomatic practice to this new reality.
