Abstract : This research aims to study a new and modern concept resulting from current developments in the field of legal principles underlying contemporary international law, specifically those related to the issue of securing humanitarian protection for civilian victims during armed conflicts, especially internal ones, especially in light of the increasing humanitarian tragedies at the present time resulting from the violations committed by state governments on the largest scale towards the basic rights of their citizens. This principle is known as the responsibility to protect, which is the new garment and advanced version of the concept of humanitarian intervention. The cases in which this principle is invoked have been limited to the occurrence of war crimes, crimes against humanity, genocide or ethnic cleansing. Therefore, it is necessary to investigate the extent to which it is possible to expand its application in the event of other humanitarian crises or disasters that require international intervention to protect the civilian population. This has added great importance to this topic, making it the focus of attention of many scholars and those interested in this matter, and the study concludes that there is a possibility of expanding the application of this principle whenever there is a humanitarian necessity outside the framework of armed conflicts.
